Petition Delivered to U.S. Congress: We Don't Want U.S. Troops in Perú
World BEYOND War; CODEPINK; Semillas de Libertad; Centro de Investigación, Drogas y Derechos Humanos; Coordinadora Internacional de Solidaridad con la lucha de los pueblos del Perú; along with other organizations, have delivered a petition signed by nearly 2,000 people and organizations around the world, to request the Committee on Foreign Relations and the Appropriations Committee of the U.S. House of Representatives to withdraw U.S. military troops from Peruvian territory.
Last month, more than 1,200 U.S. military troops entered Peruvian territory, with weapons of war and military equipment, in an operation called Sentinel Resolute, together with the Peruvian armed forces. These military operations are being carried out in the south of the country, and will continue until December 2023.
The petition has been signed by people in Perú, the United States, and around the world. The petition, which is available here, reads:
The United States and the government of Dina Boluarte in Peru have agreed to carry out a military operation called "Centinela Resuelto 2023", which involves the deployment of 1,200 United States troops to Peru, with weapons of war and military equipment to carry out joint military exercises.
The United States must suspend all military assistance to Peru. The bilateral agreement between the U.S. and Peru to combat illicit drug trafficking must also be reviewed in a transparent manner, and this should not become an excuse for military interference in the country.
Now, the objective in Peru should be to prioritize the strengthening of democracy and the rule of law over the interests of so-called "security and defense", which only contributes to the increase of the U.S. military presence on the continent.
In Peru, democracy must be restored and the will of the people respected, after the country's Congress, through an unconstitutional decision, decided to remove President Pedro Castillo and appoint Dina Boluarte as president. As it is, foreign military assistance only strengthens a government that arose from the breakdown of the democratic order in the country.
This action is in solidarity with the nonviolent, pro-democracy efforts of those supporting Peru around the world, and within the framework of the call for demonstrations in Lima on July 19 through which various movements and national organizations in Peru have united to demand the restitution of democracy and respect for the will of the people.
During the petition delivery, representatives of organizations of Peruvians abroad were present. Also planned for the same day were demonstrations in front of the Peruvian Embassy in Washington, D.C. and at the Peruvian Consulate General in New York City.
The message of these activities has been clear: to work for a Latin America free of U.S. military troops and bases, so that it can be possible to continue being a Zone of Peace, where the will of the people is respected in order to build a world with social justice.
Petición entregada al Congreso de EE.UU.: No queremos tropas estadounidenses en Perú
World BEYOND War; CODEPINK; Semillas de Libertad; Centro de Investigación, Drogas y Derechos Humanos; Coordinadora Internacional de Solidaridad con la lucha de los pueblos del Perú; junto con otras organizaciones, han entregado una petición firmada por cerca de 2,000 personas y organizaciones de todo el mundo, para solicitar al Comité de Relaciones Exteriores y al Comité de Asignaciones de la Cámara de Representantes de los Estados Unidos el retiro de las tropas militares estadounidenses del territorio peruano.
El mes pasado, más de 1.200 efectivos militares estadounidenses ingresaron a territorio peruano, con armas de guerra y equipo militar, en un operativo denominado Sentinel Resolute, en conjunto con las fuerzas armadas peruanas. Estas operaciones militares se están realizando en el sur del país, y se prolongarán hasta diciembre de 2023.
La petición ha sido firmada por personas en Perú, Estados Unidos y alrededor del mundo. La petición, que está disponible aquí, dice:
"Estados Unidos y el gobierno de Dina Boluarte en Perú han acordado llevar a cabo una operación militar denominada "Centinela Resuelto 2023", que implica el despliegue de 1.200 soldados estadounidenses en Perú, con armas de guerra y equipamiento militar para realizar ejercicios militares conjuntos.
Estados Unidos debe suspender toda ayuda militar a Perú. El acuerdo bilateral entre Estados Unidos y Perú para combatir el tráfico ilícito de drogas también debe ser revisado de manera transparente, y esto no debe convertirse en una excusa para la injerencia militar en el país.
Ahora, el objetivo en Perú debe ser priorizar el fortalecimiento de la democracia y el Estado de Derecho por encima de los intereses de la llamada "seguridad y defensa", que sólo contribuye al aumento de la presencia militar estadounidense en el continente.
En Perú, es necesario restablecer la democracia y respetar la voluntad popular, después de que el Congreso del país, mediante una decisión inconstitucional, decidiera destituir al presidente Pedro Castillo y nombrar presidenta a Dina Boluarte. De esta manera, la asistencia militar extranjera sólo fortalece a un gobierno surgido de la ruptura del orden democrático en el país".
Esta acción es en solidaridad con los esfuerzos no violentos y pro democracia de quienes apoyan a Perú en todo el mundo, y en el marco de la convocatoria a manifestaciones en Lima el 19 de julio a través de la cual varios movimientos y organizaciones nacionales en Perú se han unido para exigir la restitución de la democracia y el respeto a la voluntad del pueblo.
Durante la entrega de la petición estuvieron presentes representantes de organizaciones de peruanos en el exterior. También se programaron para el mismo día manifestaciones frente a la Embajada del Perú en Washington, D.C. y en el Consulado General del Perú en la ciudad de Nueva York.
El mensaje de estas actividades ha sido claro: trabajar por una América Latina libre de tropas y bases militares estadounidenses, para que se pueda seguir siendo una Zona de Paz, donde se respete la voluntad de los pueblos para construir un mundo con justicia social.
