There's no comment in the Tweet above on the kingdom of Jordan, nor is Jordan mentioned in the article the Tweet links to. I have no idea why, the kingdom did congratulate Joe.
Equally true, the KRG congratulated Joe as well. NRT reports:

The election was called for Joe by US media this morning. I have no idea whether that call will prove to be right or not. In 2000, we were able to wait until December 12th -- we should have waited longer and Gore would have been president, but the world didn't end. I don't think it would have ended today. All votes need to be counted. The US loses either way -- Trump or Biden.
