WASHINGTON - Rep. Susan Davis, Chairwoman of the
Subcommittee on Higher Education and Workforce Investment, released the
following statement on the Department of Labor’s final rule on
Industry-Recognized Apprenticeship Programs (IRAPs).
“Unlike Registered Apprenticeship programs, IRAPs have no
record of success and would simply divert critical tax dollars toward a
program that lacks accountability and quality standards.
“Registered Apprenticeship programs have enjoyed bipartisan
support and there is a concern that this rule has undermined that
support and current efforts to expand and modernized RAs.
“I am still hopeful that reauthorization of the National
Apprenticeship can move forward, especially since this rule is likely to
face legal challenges and has scant support for funding in Congress.”
